Probably somewhere in the pacific north west, maybe even the twin cities (Minnesota has high taxes though)

Another place that may be a sleeper is the southern end of Nashua NH near the MA border. It is an area some visible diversity and is about 45 miles from Boston. NH doesn't tax wage income and no sales tax.

Consider Evanston IL, just north of Chicago. Ticks of almost all your boxes. It's diverse, educated, upscale, near a major city and airport, has a beautiful lakefront, true four season climate, plenty or recreational activities. But IL does have a personal income tax, though I don't know how onerous it is.
