It depends on what your definition of four seasons is.

One could make the argument that most of it does, as much of it *can* experience wintry conditions, with many locations experiencing it most years.

One could easily make the argument that much of WV, MD, VA, DC, and some of DE, TN, and KY have four seasons climates.

I'll try to be more detailed.

Too hot would be high 90s-100s.

Too cold would be single digits or negatives.

I want a place where it snows in the winter and leaves change in the fall.

North Carolina, Tennessee N. Georgia, N. Alabama and Arkansas come pretty close to what your looking for. We do get mid to upper 90s though during the summer. Extreme cold is very rare in this part of the US.

Yes we get some winter in the south. Cold and some flurries happens every year here in Tennessee. Usually we get at least one event where an inch or two will lay on the grass and quickly melt. Average high here in January is 49 so snow is uncommon. Further south snow and cold does happen as far south as the Gulf of Mexico. The further south you go the less common it is. To avoid all winter means going down the Florida peninsula, everywhere else snow and cold do happen. Of course a person who lives up north would not consider any southern state to have any type of winter, they would scoff at the idea. I do think though we still do qualify as having a mild four seasons climate.

One question is areas with all four seasons, and the other is a balance of the seasons. I've seen my share of states with all four seasons, but with over-the-top winters and summers. Spring and fall usually only last about 1 month each. I personally go more for balance and moderation now than hardcore season change

Virginia, TN and the more mountainous parts of NC. Also, the Ozark region of AR is beautiful and gets four seasons too. That's my personal opinion but I have lived in VA, TN and NC and have family in AR so I'm familiar with all of those.

WV and MO, KY and MD are "borderline Southern" and also get 4 distinct seasons.
