Alamogordo, New Mexico

Almost no snow, mild winters, slightly milder than St. George, Utah.
Hot but not too hot summers, only 20 miles away from high elevation recreation
in Cloudcroft, 4,500 ft higher in elevation.

Las Cruces, NM is very good to but is about 40 minutes from El Paso,
which I don't think is too high crime, however nearby Juarez is high crime

Is cost of living an issue with you? In terms of crime, generally speaking, if you just stay out of high crime areas and are aware of your surroundings, it will never be an issue. At least an hour away seems a bit extreme to me and really limits yourself unnecessarily, IMO. Some mentioned Portland, but if the degree that you're wanting to avoid crime at all, Portland or any good sized city won't fit the bill. But that's fine if that's what you want. I know I probably have some personal preferences of places that some would find not to their liking. Las Cruces NM or St. George UT, maybe. Maybe somewhere in the Sarasota/Bradenton area of Florida.
