Yeah, for Tampa all I could see is an EL at Max that could go there as far as Heavy Rail. For the same reason that's probably why Miami's Metro Rail is all Elevated.. If New Orleans ever decided to go HRT, it would have to do the same...Water and wetlands can really change the dynamic
