Homes to the south and east of Downtown are/can be quite nice, are easier to walk from to Downtown and are closer to Owasco Lake. This is another small community to the SW of the city: Come visit Aurora New York | Aurora Arts and Merchants Association

One more thing, as schools seem to be a factor for the OP. Auburn schools are decent/average, but the city does have private school options from Pre K-12. Auburn School District

I have to agree. The Carrboro/Chapel Hill area is one of the most expensive areas in NC.

Belmont, NC (a Charlotte suburb). Walkable, pretty/well maintained, you get a lot of home for your money, one of the easiest commutes into Charlotte, and on the Catawba River/Lake Wylie.

Does it have or within close proximity to an art scene?

Moscow, Idaho which is home to University of Idaho could be a good option. Your best bet will probably be college towns.

True, as long as they arenít too popular.

Another smaller NY community that is a college town is Hamilton. https://www.thisishamiltonny.com

Yes, since as already stated the 200K parameter was left out of the OP's post. Also from a national perspective it's still not considered "expensive".

Appleton, WI. Homes in the neighborhoods near downtown are walkable to dozens of restaurants, coffee shops, thriving art scene, museums, performing arts center with Broadway shows, farmer's market in the summer, parks, schools, you name it. Also, Lawrence University (Liberal Arts College | Appleton, WI | Lawrence University) adds a lot of liveliness to the area. It's a lovely place to raise a family!
