I've never been to a place, or lived in one, where I didn't sneeze or have to blow my nose. I've never been to Antarctica. That might work--as long as I had a good HEPA air purifier.
Wet and humid weather, especially in coastal areas, might be better overall due to three reasons: 1) trees and plants are more tropical (less pine, cedar, and hardwood); 2) sea breezes push back pollen; and 3) your nose wouldn’t dry out like you would in dry and hot with low humidity type of weather.
I have asthma, allergies and COPD. I lived in Dallas for several years, where I thought my allergies were pretty bad until I moved to Austin. In Austin my allergies were much worse especially ragweed and mountain cedar. I have had bronchitis several times and pneumonia. I then relocated to San Antonio, Texas. It has been the worst place of the 3 places mentioned. I grew up near Corpus Christi. I do not remember my allergies being as severe when I was living there. FYI
