You're forgetting that Amazon has to convince 50k people to move and work in Chicago.

So while crime is generally localized, it does taint the city's image making it difficult for amazon to sell. Illinois political stability is not exactly confidence inducing either.
Chicago will have no issue attracting talent, it's a top 3 US city. Not only is it a draw for grads from Big 10 schools (which are some of the best engineering schools in the nation) but there are people moving there from all regions.

However, you are correct on the city characteristics. Chicago is unique but all of the finalists offer urbanity, top food scenes, culture, vibrancy, and diversity. And I don't think Amazon is looking for a specific type of culture or diversity. Most of the finalists are separated by a few degrees and right on par with each other.

Among power conferences, Big ten is right up there with the PAC and ACC for academics. All 20 cities have a valid case.

I mean it's not like the Loop or anything, but Newark has a solid urban footprint and has more capability of being truly urban than most others on this list. But still, the others I mentioned can match or beat Chicago. Maybe Newark right underneath those along with Pittsburgh.

Monuments are nice, but I think they care a lot more about being near an airport and a metro system, having plenty of housing available, and having a nice campus. Which brings us back to either Herndon/Reston, VA or White Flint, MD.
