Well said. A proud born and raised, and now back again, Rust Belter.
I love that feeling of living in a city with a little grit, a hard-luck story, and yet be in on it's revival. Milwaukee is awesome and I would be happy to live in most Rust Belt cities.
Where else have you lived and where are you originally from?
Yup, you embrace it, you own it and it takes away the power from those who want to use it for for evil.
It's like a bully calling someone fat and the fat person says, "Why, yes, I am." Where does the bully go from there? Bam! The bully's been neutralized.
Reminds me of Green Bay Packers fans, who were mocked for being “cheese heads” and decided to take it as a compliment, going so far as to wear blocks of cheese on their heads during games. As a Vikings fan, this of course annoys me greatly, and makes it just a little harder to make fun of the Packers (but still pretty easy.....esp. its fans).

I am originally from the Toledo area but spent ten years in Montana and another three in the U.P. (which although part of Michigan can hardly be considered "rust belt").

I think it refers to areas that grew their economy around limited industry, (maybe just one mine or factory), and when that dried up, they were f***ed.

I live on the very western terminus of the "Rust Belt" (some don't even consider Duluth the rust belt, but it practically is).
I see it as a neutral term. People can swing it good or bad, but it just describes an economic reality.
