I rated Virginia, Michigan, and Texas equally. In particular, University of Virginia and University of Michigan have enormous prestige. They might as well be private schools with regard to prestige. Something they have a leg up on Berkeley and UCLA is the college culture. They have a more refined traditional American college culture. Berkeley and UCLA are too upwardly mobile as to be pestiferous. UT is extremely well respected in a number of fields, especially its medical schools, engineering, nursing, education, law, and technology.
Why is Arizona on the list? Even Alabama has better public universities than AZ.
Looking at the latest US News & World Report rankings (I know people either hate them or love them and there's a dozen or more other rankings out there) they had:
Auburn 103
Alabama 110
UAB 159
ASU 115
Arizona 124
I think once you get into the 100-125 range it's pretty much meh! While I would probably give the state of Alabama a slight edge over the state of Arizona, I wouldn't be too proud of either.

At least in South Carolina, US N&WR has:
Clemson 67
South Carolina 103 (tied with Auburn)
Cough! Cough! Clemson and Auburn are not public universities.
Clemson University is an American public, coeducational, land-grant and sea-grant research university in Clemson, South Carolina. Founded in 1889, Clemson is the second largest university in student population in South Carolina.
Auburn University is a public research university in Auburn, Alabama, United States. With more than 22,000 undergraduate students and a total enrollment of more than 28,000 with 1,260 faculty members, Auburn is the second largest university in Alabama. Auburn University is one of the state's two public flagship universities.
Out of all the schools in the "Big 5" conferences, which is a total of 65 schools (I'm including Notre Dame in the ACC), there are only 12 true private universities:
ACC
Boston College
University of Notre Dame
Syracuse University
Wake Forest University
Duke University
University of Miami
Big 12
Baylor University
Texas Christian University
Big Ten
Northwestern University
Pac-12
University of Southern California
Stanford University
I think I'm going to retract what I said a little further up about giving Alabama a slight edge over Arizona when it comes to high education, because I don't know where you guys are getting Clemson is a private university, it's NOT, it's public!
