It is in spots and having 2 legitimate Downtowns in the area is pretty nice. East Michigan is in between Downtown Lansing and Downtown East Lansing.

Hard to find good examples in Seattle, although if you're willing to budge a little on "safety" (and they're not that bad anyway), parts of South Seattle would open up:

You could look in Tacoma, though:

Yeah I probably worded it in a confusing way. All of the places I listed have crappy weather. No way around that lol. I guess for me I consider Ohio cities to be at a bit of a disadvantage since you can't get to the coast within a reasonable time. Having beach options/proximity to the 95 cities makes a difference in my book.

The Claremont area of Berkeley. Also: north Berkeley around Solano Avenue, also: the Elmwood district (Berkeley, again), and Rockridge, Oakland. OK, maybe they're disqualified by the "affordability" requirement...

Ohio has many many beaches on Lake Erie shore.

Northfield, MN. Has 2 colleges, close enough to the Twin Cities for amenities, but far enough to be inexpensive

Maplewood Missouri. (Suburban St Louis) MetroLink within walking distance of the main strip on Manchester. Plenty of shopping eating and clubbing. Safe with good schools and sense of place.
