I don't know about metro, but the Census 2016 ACS has the city of Portland at 0.5% and the city of Sacramento at 1.2%. https://factfinder.census.gov/faces/...y_facts.xhtml#

The 2012-2016 ACS indicates 14,382 +/- 839 Japanese residents in Sacramento Metro, and 10,461 +/- 843 in Portland metro. This can be found in American Factfinder's table B02015, 'ASIAN ALONE BY SELECTED GROUPS'.

The same data set finds a much lower number of residents born in Japan, but on this measure, Portland is slightly ahead. Portland has 4,865 +/- 569 residents born in Japan, and Sacramento has 3,741 +/- 402. This data is from table B05006, 'PLACE OF BIRTH FOR THE FOREIGN-BORN POPULATION IN THE UNITED STATES'. Immigration from Japan to the United States has been light for many years (after all, Japan is well established as a First World nation with a very high standard of living), so the major share of this ethnic group were born in the US.

In https://factfinder.census.gov, click the 'Select Geographic Type' dropdown on the Geographies section. Then scroll down to Metropolitan Statistical Area, which will result in another box appearing where you can select specific metro areas.

Portland is a very white area overall, I would say Sacramento would have the edge in numbers

And then it leads to some justice warrior chiming in. It's just best not to discuss it.
