What are some relatively cheap cities with low humidity, all four seasons and mild summers. The intensity of the winter does not bother me.
Can you give a definition of what you consider "low humidity"? For some it's in the 50% range and for those with any lack of tolerance it's desert-like conditions.
Mild summers was the keynote. Phoenix and Las Vegas do not have mild summers on any level of measurement. Pittsburgh summers are definitely mild. Definitely not as dry as Denver, but definitely more mild than Denver. Denver can be quite hot, given its elevation and geography.
If you want mild summer list, don't title the thread "Cities with low humidity." Denver has both.
Albuquerque summers are pleasant when compared to Phoenix or Las Vegas. There might be a couple 100 degree days in June but with single-digit humidity, it won't seem so hot unless you are in the sun...at 5300 ft the sun will toast you even if it isn't really that hot outside. I suspect that most people have evaporative coolers rather than AC to put a little humidity back into the house for colling purposes. Humidity today is 14%.

I live in the Bay Area (San Jose) and while most of the year it's not humid, it gets pretty muggy during the summer months.

If you consider the Bay Area muggy, you definitely won’t be happy on the East Coast. The Bay Area is 100x better than the East Coast (I live in Bay Area, moved from KY).

My thoughts as well, if the Bay Area is to humid/muggy, one might be S.O.L
If you consider the Bay Area muggy, you definitely won’t be happy on the East Coast. The Bay Area is 100x better than the East Coast (I live in Bay Area, moved from KY).

I don't consider the Bay Area muggy (SF and Oakland are definitely not) but San Jose is significantly more humid than a lot of parts of the Bay Area.

San Jose is way more humid than other parts of the Bay Area. Also, I wouldn't want to live in cities that are as dry as those you listed.
