Compare them based on quality of life, housing, traffic, crowding, weather, anything!

If climate were not a factor, Portland.

Portland by far. Dense, walkable, bike friendly, great public transportation, lovely downtown, beautiful scenery, ocean and nice seaside towns close by, not as sprawly as the others, and the best weather for me.
