Of the Top 20 largest US cities I would say Jacksonville, Columbus, Indianapolis and Charlotte along with Nashville and Louisville after that if factoring in all equations including traffic.
Those are smaller cities. The core municipalities simply annexed a lot of suburbia.
Phoenix maybe? With retirement and snowbirds being big focuses, a fairly limited white-collar sector (and back offices being overrepresented even within that), not a ton of heavy industry....
I liked that about Atlanta when I visited, it was super laid back.
