September is a lot like May. While usually it's fantastic, it's not rare for it to be colder than normal (and occassionaly hotter).

I've been to Holland's beach on Labor Day and it's still pretty good swimming weather. The UP might be cool but around Holland should be fine.

But the lakes are warm, in September even if it's colder than the normal high of 75-77 it'll still be in the 70's, easily the 80's, and feel quite summerlike. You don't get those "chills" coming through until October for the most part. Even November can be very nice to be outside.

I would definitely say go to western Michigan. So many cute little vacation towns. I love Saugatuck.

I would say Western Michigan, Door County in WI, or the Bayfield area in WI. You didn't mention Wisconsin, but its entire eastern border is Lake Michigan. Compared to that, Minnesota has a very small Lake Superior border. Wisconsin also has a Lake Superior border with some great options. Door County is Lake Michigan, and Bayfield is Lake Superior.

Mid-September in Minnesota is when the fall weather starts to settle in, though it can get pretty hot sometimes still in southern Minnesota, its pretty cool up north by Lake Superior. I think thats when they start to get their fall colours though not peaking yet. Good time to explore the water, though I'd prefer summer.

Sleeping Bear Dunes, far and away. Best dunes in the Midwest, and gorgeous beyond gorgeous. You wont be too far from the UP, either, which is also awesome. The weather should be perfect, expect mid-70's to mid 80's.
