I want to visit (or maybe move) to a sex-positive community. No shaming. No prudes. No ignorance.

My ideal city:
1) Is home to people who are open minded when it comes to sex
2) Has great sex education. Every man and woman has easy access to birth control and protection
3) Has low HIV rate (because people know how to protect themselves)
4) Offers quality care for our HIV-positive brothers and sisters, regardless of race or class
5) Provides all women and men with access to affordable reproductive health care services
6) Has a low incidence of rape
7) Has an active BDS&M community, that actually functions as a supportive community
8) Offers easy adoptions
9) Provides access to legal services, support, and substance abuse programs for sex workers
10) Is working to end human trafficking

Though I love Baltimore, I feel like it ranks poorly in all of these areas.

With the exception of #6 which I think is unfortunately an issue in all big cities (and societal), I think either NYC (Manhattan) and San Francisco are probably the only two cities that fit your criteria.

1.4% of New York City residents are HIV-positive.

That doesn't seem low to me.

I don't think you're going to find all of that in the US. Maybe in Key West? Although I think the rest of the state could be holding it back on some of those issues.

According to Men's Health, people in Indianapolis have the most sex.

I don't know if you'd consider Hoosiers to be sex-positive or just bored.

HIV is a much bigger problem in the Deep South and the Mid Atlantic than elsewhere in the country.

The city with the highest rate of new infections is actually Baton Rouge.
