NJ actually does a decent job overall in terms of milage, though of course, the turnpike is an exception, as its usually about the exit before the city.

I-295 in South Jersey has a few mileage signs, but they tend to be to smaller towns. For instance, the first one you see heading north, surprisingly doesn't include Camden let alone Philadelphia or Trenton:

Paulsboro is sort of the beginning of the Philly suburbs, Bellmawr is just a non-descript suburb featuring some confusing exits, while Ewing is a Trenton 'burb. At least Trenton is the control city later on. At least have Cherry Hill instead of Bellmawr! Another thing is that the Turnpike doesn't include jurisdiction boundary signs like the other highways do.

Here's another one in Burlington:

Once again, NO Trenton! Bordentown is good for a local destination, but Ewing again and Yardley, PA is another swall town that many don't even know exist.

I think New York is SLOWLY going to convert their highway exits to mile-based. Some of I-95 (within New York City) is mileage based. I-84 is in the process of getting renumbered. A link to their plans is here:

I figure that the New York Thruway would be the last highway in NY to get its exits renumbered, if it happens at all.

Not to defend NJDOT, but the cities they pick often are where major interchanges are where people might be trying to get to. Bellmawr is on the sign not because it’s a fabulous city, but because it’s where you connect to 76 or 42. Ewing is the last town in NJ, Yardley is the first town in PA.

Trenton is an important city but 295 doesn’t go to or through it. From 295 you have options of using 206, 195, 33, or wrapping around to 1 or 31 to get to Trenton. So getting to Trenton from say Florence, you might be on 295 for 5 miles or 25 miles.

I think it's the New Jersey Turnpike Authority that does without mileage signs for the most part. The only mileage sign on the Turnpike system that I can think of is on I-78 WB (the Newark Bay Extension):
