I'd say the opposite in my several experiences to Philly. It's probably the least friendly of the bunch. Not sure why, but I've had short, brief, absolutely mostly curt encounters with most everyone in the public in Philly.
NYC people are much friendlier than those I"ve encountered in Philly. Even Boston's folks are friendlier. Hey, just my opinion and my personal experience there.
You know I have to be honest here!!! Yeah it's Atlanta, but in that Southern, Nosey, want to be in your business, Hating, cut throat kind of way... Sorry guys, had to be honest and go there. It's hard to tell who's your true friend and not so much your friend is in Atlanta until you get to know that person. From my personal experience the other Cities tend to mind their own business and you can pretty much tell who your friends are once you truly connect... Hmmm Atlanta, not so much. Come get that initial Southern Nosey Hospitality up front, find out who your friends are later... It could be shocking if your not used to the culture. I didn't vote here
Definitely not DC; I get kind of an insular, elitist, "we're the future" vibe from a lot of people here. New York isn't great either, but for different reasons. I hear Chicagoans are considered pretty friendly as far as urbanites go.

People in DC are incredibly self-important. It's extremely annoying but I'm used to it now.
