Except NYC is racially segregated. I think only cities in California would qualify for the OP.

Not sure which city has the most even balance. Even places like SF and LA, while they have lots of Hispanics/Asians, they tend to have small percentages of Blacks. Probably NYC is up there. Maybe also somewhere like Houston? (I'd have to look some cities up).

EDIT: reading some response, I totally forgot about Oakland and Sacramento. They are definitely up there. Jersey City is also being mentioned, which I can definitely see too.

Chicago is racially segregated though. "most balanced" indicates racial integration.

Who's to say that the white percentage is even accurate? Seattle metro, and Washington as a whole, is an interracial utopia. There are people there so mixed up you can't even tell what their race is.

California is very diverse and socially liberal yet racially segregated as well I was just out in LA, it felt like a lot of minorities didn't like each other.

I've not seen this statistic used much. What is the point of the question?
Is there a practical application of the data? Vallejo is cited as very balanced, but would you want to live there? Vallejo is a long way from Utopia, though I am sure many live there and love it.
You might be able to gauge racial harmony from the statistic, if you combined it with several other contributing factors.

There are probably some census tracts in Gwinnett County, GA with such a racial/ethnic balance. Most likely in the unincorporated areas near Norcross, Duluth and Lawrenceville. That part of metro Atlanta is also diverse within each racial category (e.g. Koreans, Asian Indians), as there are many different immigrant groups well represented plus Americans of different backgrounds.

Cities in the Bay, Jersey City, and Queens are probably the best answers. Queens also has the most diversity within each racial group so Queens, NY is probably the answer the OP is looking for.
