Roosevelt will have a light rail subway station in three years, and it's a nice looking school. But Garfield will always dominate in national merit semifinalists and state basketball championships (11 per wikipedia). Both were fully renovated and expanded a decade ago. I'm not sure whether to be competitive or just say they're both assets for the city.
