Generally, states in the West have the most liberal laws in regards to marijuana use and medicinal marijuana is legal in a good number of states although I'm not certain as to the finer points of the laws such as where you must purchase it from, where you can possess it, how much is too much, etc.

Where in this country is marijuana not treated like a crime? I've heard of places that treat it as a traffic offense, so those areas may work. But please help!!!

Here in California, you can get a medical prescription without much hassle... I have one for my arthritis. Once you get the Rx, you're allowed to buy at the local cannabis clubs by showing a card. So for us, it's pretty much legal! Other states with similar programs are Oregon, Nevada, Alaska, Colorado, Maine, Hawaii, Maryland, Montana, Rhode Island, Vermont, and Washington. Some of those might have stricter rules than Calif., but I know Oregon and Washington are pretty relaxed about the whole thing. Here's my source, if you want to read more - http://norml.org/index.cfm?Group_ID=3391 I can fully sympathize with your father's situation, since mine is similar... I'm allergic to aspirin, and nothing else can relieve the arthritic pain in my feet, knees, shoulders, and wrists. Anyway, good luck!

In California, you can only purchase it at state-sponsored medical cannabis clubs... here's a list of them - http://www.canorml.org/prop/cbclist.html .
The limit you can buy is 2 ounces a day (who can possibly smoke all of that in a day?!), and I think you're allowed to actually possess 1/4 pound at a time. Also, you're permitted to grow around 12-14 plants in your home, which is my next project.
Rules for usage are pretty simple... you can smoke it anywhere that cigarette smoking is permitted (basically just outside!), and of course at home. You're not allowed to smoke in the car, unless maybe you are parked & not behind the wheel - just like drinking laws. And you also can't smoke with anyone who doesn't have a card, or allow anyone un-prescriptioned (yes, I just made up that word ) to smoke in your car. All seems fair to me!
EDIT: Holy you-know-what! I just read through that list of clubs, and saw that my regular club was closed by the DEA today! I really thought they were on the up & up, but I guess not... I really liked that place, darnit.

Guys, they've really cracked down on the medical marijuana while Bush has been in office. They actually raided the biggest suppliers in San Francisco and arrested people and stuff. Something about even though we have medical marijuana laws on the westcoast, it doesn't supercede federal drug laws. Just something to think about.
But, before you get too upset, there is a beautiful place where it is ALMOST legal. They decriminalized pot in Canada last year. I was in Vancouver, also known as Vansterdam (think about it), and just walking down the streets I've never smelled so much pot smoke in my life. People walking the streets, smoking from their pipes as if it's no big deal--and apparently it isn't. They even have smoke lounges all over. Also, I've heard rumors about certain indian reservations where it is legal. Is this true, or is this a myth I heard back when I hung out with more potheads...?

No one's mentioned Alaska. You can have up to 4 ounces of the stuff. Legally.

I know, they have been getting more strict about it... but my prescription still works for now, so I'm not going to be paranoid just yet! However, I realize it's only allowed in California, so the federal laws at least apply out-of-state. Anyway, I'll just enjoy the tolerance while it exists, and hopefully the next president will be either Democrat or "liberal" Republican.

Yes, parts of Canada have always been pot-friendly! I went there almost 10 years ago, before they actually decriminalized it... even then it was basically "accepted", and cops ignored people smoking on the streets. I've always loved Vancouver, and have thought about getting a job up there. Now I'm really tempted!
As for the Indian reservations, I'm pretty sure they each have different laws... I think they're governed individually, and some are more tolerant than others about drugs & such. I've driven through reservations, and they have signs that say things like "you are now subject to laws of the Sioux government" (more or less). Not sure about pot specifically, though!

My mom has fibromyalgia... not sure if that what your dad has. But my mom was diagnosed 15 years ago. Since then she has tried everything, literally, to end the pain. This is what works for her (even things like Oxycontin, lortab, morphine patches didn't work!) She receives epidural injections 3 times a year to help ease the pain. Have your dad cut back on sugar ( fibromyalgia + sugar = a very achy and sore person) Have him get a regular screening for bacterial infections. Those are just some ideas to help in ease himself through the pain. Oh yes, stretch and exercise as often as possible!!

Don't put your name on the paper
When you sign up for medical marijuana it's just another way for big brother to get your name. If I were you grow it yourself or find someone who does no place is safe when the government wants your name for something illegal. People who take pills for everything don't understand people who don't take pills and at least with marijuna you can control and be in control of your needs and at least it wears off were as some pills the side effects make you sicker then, you are.
In San Francisco when everyone was signing up and what a coincidence they busted them. Plus now they even know all your friends who didn't sign up. If you are a smart pot smoker you should have seen it coming.

A few months ago, I know you could get a prescription in Washington State. Don't know if anything has changed. Why have we wasted so many decades on this nearly harmless past-time. Can't we all just ....... take a nap?
