Halifax, Nova Scotia. It should've become Canada's Boston, and likely was during the colonial era, but instead it never really evolved into a major city despite its ideal location as an eastern port city.

Jacksonville florida.... it passed on Disney amongst many other opportunities. Also, due to location it used to be the main vacation spot in florida. I wish I could find the link listing all the things Jax passed up/blew, but basically Jax should be Florida's king but instead is basically nothing but subdivisions and a few skyscrapers. No one goes to Florida to visit jacksonville

Does not Birmingham fit this? I read that delta considered them before they chose Atlanta. I don’t know the full story.

Halifax is quite Isloated from the rest of Canada, it's why then the 1917 Halifax Horbour Explosuon happened relief from Boston reached them by sea faster than anything from Montreal or other Canadian cities.

I'd say so. It was roughly the same size as Atlanta in 1960. Then came the 60's, which weren't kind to Birmingham. The rest is history.

It was also an early hub for the film industry but lost out to LA.

Suburban New Orleans and state leaders passed on Disney as well.

Yep. With the right leadership, Birmingham could have been Atlanta.
The reason that Birmingham didn't get Delta is arguable. Some say it was due to the Aviation Tax, others blame its location in the Central Time Zone.

Jacksonville was a very popular winter resort in the late 19th Century. You still see evidence of this with the beautiful Victorian 'cottages' in seaside suburbs like Fernandina, Atlantic and Ponte Vedra Beaches. Along came Flagler and his railroad, opening up access to more temperate winter climates down south.

You gotta explain how Richmond would make a list of most underachieving cities. Poor leadership in the 70s and 80s nas reversed itself in the decades since and there's a load of evidence to support that...

Also, Rich never was going to be as large as Charlotte because the city and area were already losing population by the 60s...
