It's funny that you asked this, because I asked about living in AZ. I am a young person who has no interest in living in a city. I dreamed of living into AZ and wrote a post about it. Before and after it, I was told that the jobs are only in Phoenix and it's hard to find jobs outside urban AZ and you would have to live somewhere too hot in AZ to have a short commute to your Phoenix job.
AZ is a retiree state, so I do not recommend it to a young Millennial. It will be full of retirees and not many young people. I said to myself to forget AZ in general unless I like living in a city (Phoenix) and dealing with the brutality of heat (where all the jobs are in AZ). AZ is a great state in terms of the gorgeous scenery, outdoors, and the beautiful climates outside the hot parts, but it's not livable for me. I don't enjoy living in a city and I wouldn't enjoy living in the heat where the jobs are.
Not if you value access to water in any significant way. The ocean would be the only reason this millennial would ever consider Los Angeles. Phoenix wouldn't make the top 100.

I guess no one is gonna mention this is in Mexico, and on the gulf of California so the water is like a lake. Not to mention in the summer, when you want to escape the desert heat and go to the beach, you’ll still be in the desert with it 100-110 degrees out and with water about 90 degrees, not really refreshing. I haven’t been to rocky point, but I’ve been to San Felipe in the summer and never again. Summer is not the time you want to go. I’m sure it’s nice in the winter though.
Warm, on the denser side, diverse city with a much lower COL? I'd suggest New Orleans, Baton Rouge, Houston or San Antonio if you can live near the center, maybe Atlanta.

You'll still have the appreciative cooling factor, given the relative lower temps of the coastal zones compared to farther inland. Sea-breeze, and occasional monsoon thunderstorms all help contribute to this effect.
I am a conservative traditional millennial and my favorite popular city for people my age is Austin.I want to live the 1950's American dream and Phoenix/DFW/Houston/San Antone appeals to me a lot more than really urban dense cities like NYC.Midwestern cities would appeal to me more if i could handle cold.
