Which U.S. region deals with snow the best? (schools, cars)

There's a huge snowstorm working its way across the midwest and intensify when it reaches the Northeast coast.

This leads me to ask, which region of the U.S. are most adept at dealing with a heavy snowstorm and getting back to normal quicker?

Believe it or not, California. But not the lowlands mind you. I'm referring to places like Donner Summit on I-80 in the Sierra Nevada, which is one of the snowiest places in North America, and in the San Bernardino mountains outside LA, in places like Big Bear and Lake Arrowhead

Upper Midwest does a great job.

The Midwest and Northeast/Upper south deal with snow differently. Midwest seems to be better and maintaining roads that constantly get snow, but the Northeast/Upper South is better at handling bigger storms. You probably won't see a highway full of abandoned cars in the Northeast/Upper South like you saw in the 20inch storm Chicago received back in 2011.

New England does a good job. The roads are usually clear by the time the snow stops falling. Some places do a better job than others, but overall it's no big deal. Life keeps going. Bring on the blizzard! woohoo!
