Totally subjective question! Nobody here is wrong...
A little bit of criteria:
-Cost is not a consideration in this discussion (assume that you have the same house at the same cost in any place)

-This city/place must have ample resources: as in universities, medical facilities, career opportunities, and some semblance of culture
-Weather is a consideration, but it's up to you what you like...
-Not a total retiree/vacation spot like some awesome Hawaiian spot with very little civilization
-Politics, or the lack thereof is up to you

Philly Main Line. East coast uber-wealth with great everything. It's an incubator for the white collared. The wider area (like where I'm from just north of Philly) could prolly be included as well.

That being said, I split 'highest quality of life' between young people and families. Young people might want to be closer to the city than in the rich commuter burbs.
