I’m surprised no one has mentioned either Chattanooga, TN or Knoxville, TN. Both of those cities — and Eastern TN in general, for that matter — struck me as somewhat insular, especially in comparison to nearby Atlanta, Charlotte and Nashville. But gosh, the people sure are friendly and polite, which can be quite refreshing if you’re coming from Charleston, Raleigh or another Southern city that’s overrun with people from Florida, Massachusetts and New York.

There are lots and lots of apparently very happy transplants to Chattanooga - we even considered moving there and took a trip there, met with a realtor, etc. Beautiful area and people are super friendly.
I agree totally about New Orleans being insular though.
Bottom line is an 'insular' community tends to be down on its heels, economically moribund and unused to (and thereby distrustful) of outsiders. There simply aren't many cities in the Southeast that fit that description anymore. To find it, you'd have to go to smaller and more isolated communities; but in fact most of the region is accustomed to the 'invaders'.
I do in a major way. Too many natives have their minds set on how things are done and are not willing to change. Their religion and politics pushes things way over the top.
