Hi! I'm looking for a city/state that has all four seasons, but with minimal rainfall. I'd prefer it to be as sunny as possible while still having a winter season- it does not have to snow, but I want it to be within 4 hours of a place that does snow. Does anyone have any suggestions for this?

This looks interesting! Is there stuff to do? If you live there, what would you say are the best and worst things about it?
If you're willing to consider Flagstaff (which averages over 100" of snow per year), you may as well look at Denver, Colorado Springs, and/or Salt Lake City, too. All are considerably bigger than Flagstaff, get less snow, and have much better skiing.
You can live in the mountain communities of the San Bernardino mountains and be 1-2 hours from Orange County, Los Angeles, and San Diego. You’ll get all four seasons there with minimal rain and plenty of sunshine. I just dug my driveway out from 6” of snow this weekend before coming home to San Diego. Its the only four season place I’d live because I could be in 70F in less than 30 minutes if, actually when, the winter got to me.
