I get that. I paid $6800 per semester at my first semester at CSM and $8200 for my last. It was/is the most expensive tuition public university in the state. Still, the university (and others in the state) shred it apart in outcomes. CSM remains one of the highest ROI public universities in the US .

I think that's evidenced by the fact that Oregon's "Quality of Education" rank is only 37, but it's "Educational Attainment" rank is 13. So, if you're correct on that, the "Quality of Education" would be more useful to show the education of those from a state, why Educational Attainment would be more useful to show the amount of educated individuals who live in that state including transplants. Maybe so, maybe not. Just a guess.
