Here's what I am looking for:

1. temperate (moderate) climate, on the warm side
2. inexpensive housing and cost of living
3. growing economy and population
4. city comforts: restaurants, arts/music/theater, places to learn
5. ...but few urban problems: crime, homelessness, long commutes
6. friendly place, easy to meet new people
7. outdoor recreation nearby, and lots of walkable areas in the city
8. lots of nice weekend trips nearby
9. near a college or unversity
10. near an airport

I know that no such perfect place exists, just looking for a good compromise... suggestions?

You know, Wilmington Delaware could work.

NOT the actual city, because that's kinda bad to live in, but suburbs. It's pretty temperature, pretty decent cost of living (not CHEAP, not too pricey)...not sure about the population, but it's definetly not shrinking; city comforts are nearby in Philly (or city of Wilmington); I haven't noticed urban problems really. The crime in my area is pretty low. It's friendly enough here - my family pretty much knows the whole street of neighbors.

As for walkable city, well, there's a Riverfront, which as long as it's during the day would be fine. Weekend trips include the NJ shore, Philly, areas of Maryland etc. We're near plenty of colleges, and the Philly International Airport.

So maybe Wilmington Delaware (suburbs!) would fit your bill.

Check out North Carolina: suburbs of Charlotte (such as Matthews or Concord) and Asheville.

Are you going to work or be retired?

If you are going to work (someplace other than your house), find the job first, then people can help you narrow it down to a nearby city/town that might meet your criteria.

If you are going to be retired, how do you plan to spend your time during the day? What things do you like to do?

Like what outdoor recreation? Kayaking? Snow skiing? Boating? Mountain hiking? Golf? Fishing? Wind Surfing? Concerts in the park?

Lots of nice weekend trips to do what?

Narrow it down better.

Sacramento California has all that. Jobs are plentiful and housing costs are dropping fast!

I'd suggest Charlotte, sepecially its suburbs. It has everything you mentioned.
