There are certain elevations in New Mexico and Arizona where it is pretty temperate all year long except for being a bit nippy on winter nights.

Yeah, I would suggest high desert in New Mexico but desert nights do chill down. It depends on what your tolerance level is.

Depends on what you consider too hot or too cold. There are plenty of places in CA that were too hot for me
