New York, Chicago, San Francisco and Washington DC.
Los Angeles should be included in the list. Lots of A-holes (A-type personalities) in the entertainment industry and aspiring celebrities. It eventually rubs off on the city's commoners.
I find LA to have more suburban personalities with big city attitude. I personally wouldnt include L.A
I suppose you think San Francisco has a lot of outgoing people? Isn't it widely known that the San Fran and Seattle areas have the most socially introverted people per capita? Hint: Tech Jobs and Hippie peace culture.

I wouldn’t add LA as outgoing—aloof maybe, as in meeting their neighbors when they move out vs when they move in and too much time spent in their cars.
NY’ers by far.

I don't know about urban city slickers, but if you want to meet NICE outgoing folk, try Nashville, Raleigh, Louisville, etc...

Yeah, I would say most assertive people are outgoing, but the reverse isn't necessarily true. I also don't think the concept of a "city slicker" is related to either one of those traits; it's more about arrogance and being dismissive of/unsuited to rural life. In other words, I'm not totally sure what the OP is asking.
New Orleans and Dallas are two other cities that spring to my mind when I think about people being socially outgoing and assertive.
