If you must have public transportation good enough that it will take care of 100% of your transportation needs, your options are very limited. If you can't tolerate cold, snow, fog, winter weather, your options are even more seriously limited.
Your rent amount is very low for a large city with decent public transportation. New York and San Francisco have the best public transportation. Both get cold in the winter, Your rent allowance wouldn't get you a tool shed in San Francisco, or a closet with bunk beds in New York.
One of the large cities in the south eastern corner of the USA close to the ocean, is going to be your only option. The weather you want is along the southern edge of the country, but the large cities in the west with adequate, but perhaps not great public transportation, are all expensive places to rent. Los Angeles would suit you well, except that you can't afford the rent there.
Certain parts of the Phoenix metro area would have adequate transit options. The climate would be less of an adjustment and the area tends to be more affordable than other parts of the West. While not in the top tier of immigrant centers, it is rather diverse and getting more so.
The OP mentioned a specific budget and a need to commute to work via public transit, but there was no mention of a job already lined up. Is a suitable job paying exactly the same amount going to be available everywhere? That seems dubious to me. Normally people start with the expectation of a certain job--with a salary that will vary by location--and then work from there. I, also, am having a hard time thinking of an urban area with warm weather and marvelous public transit where a decent one-bedroom apartment is no more than $1300.
