Many factors would go into that. What factors are important?

Many hospitals would be the most cutting-edge in one treatment or another.

Many would be best in various ways in applications of widespread treatments.

Many are nicest looking, or have the most hotel-like service.

Some are cleaner and safer than others.

Some have services in better proximity, both for customer-facing services and back-end clinical proximities.

That's just a start.

The simpliest answer would be Rochester, MN.

The Mayo Clinic has the best brand management. Your health care is only as good as the physician you're seeing. There are a couple of dozen hospitals in the US with world class specialists who span a broad spectrum of disciplines. Generally, they're colocated with the top medical schools.

Based on the criteria in the original post, I would say these are the best cities:

1. Boston, MA (Massachusetts General Hospital, Brigham & Women's Hospital, Beth Israel Deaconess Medical Center)
2. New York City (Mt Sinai Hospital, NYC Langone, Memorial Sloan Kettering Cancer Center, NY Presbyterian Hospital Columbia & Cornell)
3. Houston, TX (Houston Methodist Hospital, Texas Heart Institute, Univ of Texas Anderson Cancer Center, also Houston's Texas Medical Center is the largest medical complex in the country)
4. Los Angeles, CA (Cedars-Sinai, UCLA Medical Center, Keck Medical Center of USC)
5. Rochester, MN (Mayo Clinic is usually always ranked as the best hospital in the country)

Honorable mention to:
Philadelphia
Cleveland
Chicago
Baltimore

Rochester, MN.....especially considering its size. #2, I'd have to say Boston. In terms of metros area and taking size into consideration, I'd put Raleigh/Durham #1.

You're missing some. Look at the list of top-20 medical schools. Those are all going to have world class hospitals with top specialists. Yale/New Haven. Vanderbilt/Nashville. Duke+UNC/Raleigh-Durham. Stanford+UC-San Francisco/San Francisco. Washington University/St Louis. Univ of Washington/Seattle. Univ of Pittsburgh. UCSD.

If you have something seriously wrong with you where you need a top specialist, it's kind of splitting hairs whether you're at Mass General, the Mayo Clinic, Cedar-Mount Sinai, or Johns Hopkins. At any of those places, you're going to have a really top-notch department. Even more backwater places with a fairly good medical school and university hospital are going to be excellent. Dartmouth-Hitchcock is in the middle of nowhere and has top specialists.
