Many small towns seem to decay nowadays. Just looking sor some that have charm and maybe even pride.

Cookeville, Tennessee

Beautifully restored downtown with several historic districts. There's only one high school in town which helps build a lot of civic pride. It's one of the fastest-growing micropolitan areas in the country, only an hour east of Nashville, which has merely helped intensify efforts to keep downtown quaint and walkable. Gorgeous area with 100+ waterfalls, a dozen state parks and 1200 miles of lakeshore within 40 minutes of town. Four distinct seasons but heavy on the warmer weather. House Hunters is doing an episode in Cookeville which will be aired Oct 1 which may mean it's no longer a secret gem. But it's still a gem.

Assuming warmer winter* weather? Anything north of the middle of the southern states is out of the loop IMO. An imaginary line going from Savannah ,GA across the USA to LA. Above that is cold in the winter.
