I'd recommend these areas, based on your criteria, below.

1. 4 seasons
2. Family friendly
3. Near lake, ocean, etc
4. Conservative
5. Good public schools
6. Mountains
7. Low crime
8. Small town feel

Some cities I'd suggest are Idaho Falls, ID, Billings, MT, Franklin, TN (Nashville area), Clarksville, TN, Asheville, NC, Charlotte, NC suburbs, Raleigh, NC suburbs, Farragut, TN (Knoxville area), Greenville, SC area, Atlanta suburbs, Chattanooga, TN.

Asheville is quite liberal unless well out in the sticks far from town. Raleigh, Charlotte and Atlanta will have a similar situation as well.

All the nice safe burbs in the south with the 'good' schools have tons of Republicans. The burbs are not rural areas.
