Bloomington IN would be a great fit, nailing all of your criteria.

Another place that comes to mind: https://www.cityofeastlansing.com/

In terms of a really small community, this place known for its race course and state park is within a half hour or so of Ithaca and Corning, with the latter having a Fortune 500 company HQed there: Village of Watkins Glen | Watkins Glen, NY

Have two pre-teen kids. Highly important to me is an area that is welcoming to newcomers and has a high sense of community. Think farmers market, events and activities for kids/teens/community etc.

Walkable/bikeable in the sense that kids can walk around with their friends, go get an ice cream, something to eat etc.

Safe is important but that goes along with high sense of community.

Budget is 300k ish for a home, prefer single family.

I would rather cold over heat.

I love small little towns but there's a fine line between small town and a dead town

Would love some input.

Some cities I have visited and loved are Rapid City, Boise, Portsmouth, Fredericksburg, Knoxville, Madison WI, Nashville, Austin to name a few but I didn't spend enough time in any of those cities to know the real world there

I am not religious or political- but those don't concern me as it's an individual choice that I respect. I am much more concerned with how people treat each other.

Would love some suggestions, thanks!
Honestly the vast majority of people, both on this site and real life who rule Madison out as a place to move to are only doing so because of the weather. So if you're fine with a colder winter, that actually makes it the perfect fit. I feel like a lot of these sun belt cities are only favorable to most because they're warmer at more points of the year. But seriously, if winter isn't an issue, that opens up tons of opportunities for terrific cities that most people wouldn't want to move to simply because they aren't hot/warm all the time.

Agreed. I would look into additional college towns, too. They tend to be welcoming and have a lot to do, not just for students.
