They are not cities.... but in North Carolina... the towns/villages of Highlands, Blowing Rock, and Cashiers come to mind.

Other areas for Nc that come to mind are Myers Park, Reynolda/Buena Vista and Biltmore area of Asheville.

For Georgia I’d focus more on neighborhoods and do Buckhead, downtown Savannah and Inman Park.

Washington State: Mercer Island, Medina, Bainbridge Island or Sammamish

Bellevue and Redmond are very affluent but also quite large so you see more of a spectrum heavily slanted toward wealth rather than uniformly wealthy.
