Yeah, I think as a whole the Mountain West is creepier than the Northeast, but it's a different kind of creepy - less supernatural, more modern/psychological horror.
I mostly agree with your lists on both counts, but I don't get a Christmas vibe from Alaska; it's too remote and there aren't enough homey-feeling brick buildings. I'd say Indiana or Wisconsin.
Halloween - Surprised nobody has mentioned Georgia or Louisiana yet. Specifically Savannah is the most haunted city in the country with countless ghost stories and haunted houses. Halloween ghost tours in the nighttime are an especially a big thing.
Louisiana also has a lot of ghost stories and voodoo legends, especially New Orleans and the bayou areas. Halloween is a fun time in New Orleans.
Christmas - states in the Upper Midwest and the Northeast with White Christmases.
