Sunset Zoo in Manhattan, KS is a beautiful little zoo with a spectacular view of the Flint Hills and obviously Kansas sunsets.

Waco has Cameron Park Zoo. It's a nice zoo.

Mendon, MA had a population of 5,839 in 2010 and it has a pretty big zoo called Southwick's.

Manitowoc, Wisconsin has a zoo.
Racine is bigger, but still seems on the small side to have its own zoo.
It’s basically a part of the Milwaukee area which makes it even more interesting since MKE of course has a big zoo.

Then there are places like Wisconsin Dells and Branson that have amusement parks, but their sole reason for existing is tourism which seems a little different.

The tiny town of Asheboro has the NC Zoo that serves the whole state. It's an excellent zoo. The African Savannah exhibit by itself is larger than some entire zoos. However, it was positioned equidistant to the three major metros and it clearly is supported by all of them, so I'm not sure it counts.

Hattiesburg Zoo attracts a large crowd annually and Tupelo's Buffulo Zoo park.

Kingwood, West Virginia (population about 3,000) in Preston County (population about 33k) has a zoo.

By far the closest city to Hovatter's Wildlife Zoo is Morgantown, West Virginia which has a population of around 30,000. Hovatter's Wildlife Zoo also has a kiddie roller coaster and ferris wheel, all that's missing is a carousel. The only traditional amusement park in West Virginia is Camden Park in Huntington, West Virginia which has a population of about 50,000.

Utica NY, a city of about 60,000 has a ski hill right next to its zoo in Roscoe Conkling Park: City Parks
