What about one of the gentrified neighborhoods in St.Louis? Chicago is probably your best bet, especially the Hyde Park neighborhood.

Omaha is like Chicago but way smaller and cheaper, our diversity is concentrated downtown and I'm sure all of the rents are cheaper

If it weren't for her last sentance on the first post, I'd say Omaha's perfect, but NO WAY now. Omaha has at least one tornado warning a year.

First thing that came to my mind was Denver, and I see your visiting Colorado Springs so you have thought about that too. If you want to be more informed on the weather, there have been lots of threads in the Colorado forum about weather, high elevation, driving in the snow, etc..
