Syracuse does not really belong on this list. They have the DestiNYUSA project currently under development and they've actually been creating some other new jobs in some high tech industries. I subscribe to a business magazine from the area and I've read about a few of these projects in the past year. Population is near stagnant though and the metro area is only experiencing very slight growth.
Syracuse is also well positioned on a major route between the Great Lakes and the sea.
Let's see, the Chippewas and Ottawas catch the furs up in the pays den haute and bring them in to either Macinac or Detroit. Then the buyers ship either out the St. Laurence or along the Mohawk valley. Looks good for Syracuse. In the long run. Though Syracuse might end up at war with Montreal and Quebec, it's happened before.
Yep. The Port of Oswego is the largest on Lake Ontario outside of Toronto and it is growing. They may be building a new nuke plant there as well. And the colleges and universities in the area are doing quite well. And the healthcare industry is expanding in the region.

A new nuke? That's good news, keep my boilermaker pension in good shape. I used to know some of the boilermakers out of the Oswego local, good hands.
All those places mentioned will never jump out of the hole. They are done for good.
Scranton, PA is close enough to New York City and Northern New Jersey to start "leeching" off of their economic vitality. Construction is underway downtown on new housing units. A commuter rail line linking Scranton to Hoboken, NJ is inching closer to reality. The Wall Street West movement will soon be bringing white-collar, high-paying jobs right to our doorstep. Mohegan Sun, a major new casino featuring high-end retailers and restaurants, is opening quite literally in several hours. Our international airport underwent a major expansion project a few years ago. The counties surrounding Scranton and its sister city of Wilkes-Barre showed population growth from 2006-2007 for the first time in many decades as the adjacent Poconos become more overrun with NYC/NJ transplants. "The Office" has brought fame to the city, and several upcoming films are also being set in Scranton. McMansions are popping up all over our hillsides. We're no longer the laughing-stock of the BosWash Corridor.
