I think that the tree is just fine. It doesn't really stunt the growth of a tree anyways. Tree roots are powerful and they have plenty of space to go underneath the concrete. I wouldn't be worried about growing issues.

Yeah but I'm sure the tree doesn't want a lifetime sentence living there. They would probably like to grow by their family.

Yeah, but they can't really socialize there and they need the proper upbringing to grow... look at the tree it's pathetically small and it's parents were probably chopped down.
Oh come on! That tree will be proud to reduce more pollution beings it's on its own versus with a bunch of other trees. It may be small but you have to ask yourself what kind of soil is under the concrete? Is it a sandy acidic soil where it could support life for trees such as coniferous species or is it a decidous tree that needs more dark soil?
I don't know, the tree looks a bit mischievous to me.
