Minneapolis is the more lively and liberal of the two. St. Paul is more staid and conservative. Minneapolis has more excitement to offer when you are looking for entertainment and culture. St. Paul is probably a quieter place to live.

Minneapolis has more going on, St. Paul is safer/cleaner, and from what I can tell, cheaper. If I lived up there, I'd party in Minneapolis and then drive home to St. Paul.
