I like when the officer starts laughing when he first tries to do the sobriety test- he gives up and just handcuffs him right away.

It is weird, I read in the city paper about a guy who got caught in Rhode Island with a .49 two weeks ago. He wrecked his car on the highway. Must be the month for extreme Alcoholics to binge and drive.
If you can still walk after .4 you have serioius problems. Even .3 puts most heavy drinkers out.

Sadly, these people are not getting the help they require. Instead, they are put in jail and fined. The DUI laws in this country DO NOT WORK. More than 1/3 of people arrested for DUI will be arrested again (and that just means they're the ones who get caught!). The laws need to be changed. Forget jail, forget the fines and community service. If someone is found guilty of a second DUI or has BAC over, say, .19 on a first DUI, they should automatically be assigned to an in-patient rehab facility.

They are assigned to a outpatient-rehab. It is the rehabs that don't work. Most go into them, do their thing, and start drinking again after their 6 months in outpatient rehab is done with.
Alcoholism is always going to be around. It is getting the keys from these drunks, and not letting them drive. The guy should have had one of those things you blow in to be able to start your car.
Americans need there car for everything, even to go to the bar. People like me that walk to the store, bar, theater, etc are a dying breed.

I walk everywhere. I have a car, but haven't even moved it in over a year now.
Outpatient rehab is a joke which is why I said "inpatient".
As far as stopping someone from drinking and getting behind the wheel, it's pretty tough in a car based culture that also celebrates drinking. The best way to not drink and drive is to not drink. The second best way is to not drive TO a party or bar if you know you're going to drink. I laugh that bars and nightclubs have parking lots! They shouldn't (unless it's also a restraunt) have more parking spots than enough for the staff.
