You're right, looks like l'hotel des invalides. Not a city hall, but very close design.

Here is another thing I really liked about Phillys City Hall ....... the interior courtyard .... usually some noise going on in there, but you still get quite a contrast from this

To the traffic and street activity just outside the building ... as mentioned, it's fun kind of emerging into the street

Atlanta's Neo-Gothic City Hall is one of my favorites...built in 1930.

Actually looks like something you might see in France or Belgium, especially if you removed the round central tower and added a couple of floors to the main part of the building. Very classic European palace looking building.
I agree its very prominent in the city skyline and it is very historic. The cornerstone was laid in 1867 and was completed 1875.
