Actually the Washington, DC metro area isn't on Google Streetview either, along with Memphis and Birmingham.

Even the Mojave Desert and middle of nowhere of California got covered. They have Kramer Junction, CA which is essentially a town that is just one enormous solar power plant in the middle of nowhere but they can't get Seattle???
Yep, Seattle can't hold a candle to these cities That's why they have street view and Seattle doesn't!
