Default New Castle PA has a 2008 cost of living index of 84.5 where 100 is avg. What is lowest in US?
It's a challenge. Try to one up each other. Where is the lowest in the USA. For the challenged, we are looking for numbers LOWER than 84.5. If someone posts a number lower than that, then we are looking for numbers lower than the new lowest.
