Manhattan - the rest of the boroughs aren't that bad. Parking's atrocious and extremely expensive. Spots go for the 6 figures. You do not drive there unless you have to. Honestly, no other city comes close.
New York City has eight million residents--not counting an additional three to four million who come here every day to work or visit. It's also got the largest urban transit system in the world, and the only one that operates 24 hours a day, 7 days a week. You're welcome to drive your car here, although it puts your sanity in question.
you dont want a car in boston, roads are very old and confusing. even locals still get lost regularly. and forget a GPS they dont work here because street names are used multiple times for different streets. go figure.

I know right! There are 7 way stops in Boston and weird medians all over the place.
Washington, DC is pretty car-hostile, but they do have a decent Metro system. Seattle is pretty car-hostile, a lot of car theft and the cops there are nearly useless on stolen cars. Traffic is bad almost 24-7, difficult to find a place to park.
Atlanta is a mizerable city to drive in, but in many parts of the area you can't avoid using a car.

Really any metro area is bad.
Philadelphia and Pittsburgh are difficult to drive in as well.

Not true, in Chicago some el routes and buses run 24/7
Although you are absolutely right that driving there puts your sanity in question. It's bad enough driving through the loop, I couldn't IMAGINE driving through a downtown 4 times the size
