DC, Baltimore, NY, Philly, Newark, Pittsburgh, Chicago, Milwaukee, St. Louis, Cleveland, Detroit, and Memphis. Its funny how some of the more gritty ones are some of my favorites

Well, Pittsburgh has made great improvements. It may still be considered a rust belt city, but nothing like Detroit, Buffalo, Rochester, or Cleveland. Its location has helped, I think. Beautiful setting, not as bad snowstorms as the rest.
Detroit, Buffalo, Rochester, and Cleveland, I'm sad to say, will not make a come back any time soon. I don't see them bouncing back much.

just because they're doing good takes them out of the rustbelt? haha, that's not how it works

Sure it does. Rust Belt means its not what it used to be, it's in a depression, etc. Pittsburgh's nestled in that area, but when I went there I certainly felt a lot safer than I did in Detroit, Cleveland, Rochester, and Buffalo at night.
I don't know. Pittsburgh hasn't reached its full potential yet so I think it could go either way.
Chicago
St. Louis
Kansas City
Pittsburg
Philadelphia
How does one leave NYC out of a specific list?
Its sheer size relegates it to arguably having more grit than the 5 above cities combined.
