How about the Twin Cities? I think they are great river cities. Also, you've left out Kansas City and New York.

Smile Florida's First Coast - Jacksonville, The River City

Jacksonville, Florida is a fabulous place to live. Yesterday, we packed snacks, drinks and swim gear, tanked up with gas and took a boat ride from the Trout River to the St. Johns River and on to Sisters Creek. We went to Ft. George and anchored out off the beach, basked in the sun and swam in fairly clear waters. There were many other boaters anchored out with many families enjoying the sunny beach with gorgeous marsh and woodland views. Seeing the boaters gathered together was a thrill, and there was plenty room for more. The waters were warm and fairly calm. A perfect day. We were among the last boaters to leave the area and not quite ready to dock the boat. So, we cruised up Sisters Creek, called my brother and sister-in-law at Reed Island and picked them up by boat at the St. Johns Landing dock. After a while we just killed the engine and floated as the sunset while dolphins surfaced and re-surfaced with tails waving as they dove yet again. The river became so calm it was as if we were floating over glass, and the sunset became a golden orange halo over the water. We finally docked at our house, downed a cup of coffee and drove back to Reed Island for a late-night supper and fresh-baked chocolate chip cookies. Cost for the entire trip: $35. Value: Immeasurable
